【摘要】:1ThispartofISO16049specifiesthedesigncriteriaandtestingmethodsapplicabletoaircargorestraintstrapstobeusedfortie-downofunitizedornon-unitizedcargoonboardciviltransportaircraft.Itaimsatidentifyingthedesigncriteriaandtestingmethodsadequatetoguaranteetheultimateloadandoperationaldependabilityofcargorestraintstrapassemblieswithatypical22250N(5000Ibf)ratedultimatetensionloadcapability,asusedbytheairlineindustryinordertorestrain,onboardciviltransportaircraftduringflight:—cargoloadedandtieddownontoairworthinesscertifiedaircargopallets,themselvesrestrainedintoaircraftlowerdeckormaindeckcargosystemsmeetingtherequirementsofISO8097(NAS3610),or—non-unitizedindividualpiecesofcargo,orpiecesofcargoplacedontoanunrestrained("floating")palletintoeitherlowerdeckormaindeckcontainerizedcargocompartmentsofanaircraft.2Thesamerestraintstrapassembliescanalsobeusedinotherapplicationssuchas:—non-containerized(bulkloaded)baggageandcargocompartments,—toensurecargorestraintinsideanairworthinesscertifiedaircargocontainer.NOTETheultimateloadspermissibleontheattachmentpointsavailableinmostaircraftbulkcompartmentsandinsidemostaircargocontainersaresignificantlylowerthan22250N(5000Ibf).Thisresultsintherestraintarrangementsultimateloadcapabilitybeingdictatedbytheweakestelement,i.e.theattachmentpoints.Typical22250Nultimateloadrestraintstrapswillthereforebeinexcessoftherequirementsforsuchapplications.3ThispartofISO16049describesthedesigncriteriaforindividualrestraintstrapassemblies,butdoesnotintendspecifyinginanymannerthewaytheyaretobeusedaboardaircrafttoensureproperrestraintthroughoutthecertifiedflightenvelope.Itisimportantthattie-downarrangementsmeetalltheapplicablerequirementsoftheAirworthinessAuthoritiesapprovedWeightandBalanceManualfortheaircrafttypeorsub-typeconcerned,particularlyasregards,butnotnecessarilylimitedto,ultimateloadfactorstobetakenintoaccounttodeterminethenumberofstrapstobeusedineachdirectionofrestraint,maximumanglestobeobservedwiththedirectionofrestraint,minimumspacingofattachmentpoints,etc.4WhenrestraintstrapassembliesareattachedtotheedgerailsofacertifiedaircargopalletmeetingtherequirementsofISO8097,operatinginstructionsshoulddulytakeintoaccounttherestraintnetattachmentpointlocationsonthepalletedgerailandotherrequirementsdefinedbytheappropriateISO8097configurationdrawing(s).5Theuseofreliableandguaranteedrestraintstrapassembliesdoesnotaloneensureflightsafety:italsorequiresstrapstobeusedandtie-downtobeperformedinaccordancewithoperatinginstructionsestablishedbytheaircraftmanufacturer,bycompetent,suitablytrained,personnelasdefinedin4.18ofISO9002:1994.6Subjecttoproperoperatinginstructionsinaccordancewith1.3and1.4,usingunitrestraintstrapassembliesmanufacturedtoanadequatedesignandatestedultimateloadcapabilityisneverthelessdeemednecessaryinordertoensureflightsafety.Althoughrestraintstrapsarenotformallysubjecttoairworthinesscertification,theyserveanequivalentpurposeandmustbedesigned,fabricated,testedandusedwithequivalentprecautions:thispartofISO16049isintendedtoallowmanufacturer'sself-certificationunderanapprovedISO9000series,orequivalent,qualitycontrolprogramme.
